Tanzania is poised to usher in a new era of connection with its citizens abroad by introducing a special legal status for members of the diaspora. This move, presented to Parliament on November 8, 2024, aims to deepen Tanzania’s relationship with its citizens living outside the country, particularly by offering significant rights and privileges that could attract more investment, cultural exchange, and economic development.

The government has tabled the Written Laws (Miscellaneous Amendments) (No 4) Bill, 2024, which seeks to amend the Immigration Act and the Land Act. These amendments are specifically designed to provide Tanzanians living overseas, who have acquired foreign citizenships, with the ability to own property, including land, in Tanzania. The Bill will also simplify their visa procedures and offer them a streamlined path to invest in the country.

Dr. Joshua Mwaikusa, a spokesperson for the Attorney General’s office, explained the significance of the amendments, saying, “This initiative not only acknowledges the contributions of Tanzanians living abroad but also seeks to foster closer ties with them by offering them opportunities to reintegrate into the country’s economy and social fabric.”

A key provision of the Bill is the introduction of the Diaspora Tanzanite Card, which will be issued to members of the Tanzanian diaspora who meet the eligibility criteria. This card will grant holders a ‘special status,’ allowing them to participate in economic and social activities within the country without the typical restrictions faced by foreign nationals. “The card will be valid for ten years and can be renewed, offering its holder not only the right to enter and stay in Tanzania but also the opportunity to invest and contribute to the nation’s growth,” the Bill states.

Key Provisions of the Diaspora Tanzanite Card:

  • Property Ownership Rights: The card allows holders to acquire land and property, including a special derivative right to lease land for up to 33 years.
  • Special Visa Exemption: Diaspora members with the Tanzanite Card will bypass lengthy visa application processes.
  • Investment and Economic Participation: Cardholders will be eligible to engage in various sectors, particularly agriculture and tourism, boosting local development.
  • Eligibility: Applicants must maintain a clean criminal record and embrace Tanzanian cultural values.

The government also envisions significant economic benefits from this initiative. In 2023, diaspora remittances amounted to $751 million, and Tanzania plans to double this figure to $1.5 billion by 2028. The special status for diaspora members is expected to contribute significantly to achieving this goal by encouraging further investment and fostering a culture of skill-sharing.
