The Democratic Republic of Congo’s (DRC) military justice system has issued an international arrest warrant for Corneille Nangaa, former head of the Independent National Electoral Commission (CENI) and current leader of the Congo River Alliance (Alliance Fleuve Congo, AFC). Nangaa is accused of war crimes and treason, particularly for failing to prevent acts of torture under his authority.

The arrest warrant, signed by Colonel Magistrate Mbuta Muntu Parfait, orders Nangaa’s immediate apprehension and transfer to the DRC. This move underscores the DRC’s commitment to holding individuals accountable for human rights abuses amid ongoing conflicts in the eastern regions.

Corneille Nangaa, who led CENI from 2015 to 2021, transitioned into a rebel leader role and now heads the AFC, a coalition that includes the March 23 Movement (M23). The M23, backed by Rwanda, has been active in the eastern DRC, capturing key towns and contributing to regional instability.

In August 2024, a military court in Kinshasa sentenced Nangaa to death in absentia for treason, insurrection, and war crimes. The recent arrest warrant reinforces the DRC’s efforts to bring him to justice.

As of now, there has been no official response from Nangaa or his representatives regarding the arrest warrant. The international community continues to monitor the situation closely, given its implications for regional security and ongoing peace efforts in the DRC.
