Guinea’s Roadmap to Democracy
In his New Year’s address on December 31, 2024, Guinea’s transitional president, General Mamadi Doumbouya, reiterated his commitment to steering the nation toward constitutional order.
He revealed plans to initiate the process in the first quarter of 2025 by signing a decree to organize a constitutional referendum.

During his speech, Doumbouya reflected on his administration’s accomplishments over the past year while outlining a clear political trajectory for Guinea. He spotlighted the necessity of robust and enduring institutions to uphold democracy in the country.

The draft constitution is set to undergo scrutiny by a team of Guinean experts before submission to the National Transitional Council for approval. According to Doumbouya, the referendum will provide Guinea with a constitution that aligns with its unique social, political, and economic context.
Establishing a Reliable Electoral Calendar
Doumbouya disclosed that a comprehensive electoral code will be finalized in 2025, creating a robust legal framework for fair and effective elections.
He concluded his address with an appeal for peace and unity during this pivotal period, stating:
“Without lasting peace, we cannot achieve our goals. Together, in unity, we will build a modern and prosperous Guinea where the rights of all citizens are protected.”
