In a groundbreaking move that signals its growing ambitions in the digital space, Djibouti has officially adopted its first-ever National Digital Code, marking a pivotal moment in the country’s journey toward a modern, inclusive, and innovation-driven digital economy.

The legislation, passed during a plenary session of the National Assembly and announced by the Ministry of Digital Economy and Innovation (MDENI), comes after two years of consultations involving public, private, and civil society stakeholders.

Described by MDENI as a “foundational step” in the country’s digital transformation, the Digital Code supports Djibouti Vision 2035 and the Smart Nation strategy, positioning the country as a sovereign and competitive leader in East Africa’s digital space.

The new Digital Code consists of eight books and nearly 800 articles, making Djibouti the first country in East Africa to implement a fully integrated legal framework for digital governance.

The Code covers critical pillars of the digital ecosystem:

  • Book I – Personal Data Protection
  • Book II – Electronic Communication
  • Book III – Cryptology
  • Book IV – E-Commerce
  • Book V – Consumer Rights
  • Book VI – Cybersecurity and Cybercrime
  • Book VII – Innovative Digital Services
  • Book VIII – Transitional and Final Provisions

With this code, Djibouti aims to establish a secure and structured environment for digital activities, while enhancing trust in online systems, boosting investor confidence, and encouraging innovation across sectors.

Key goals of the legislation include Strengthening data protection and privacy, Enabling secure digital transactions, Combating cybercrime, Promoting consumer rights in the digital economy, Encouraging the development of emerging technologies and services

“This is more than just a law,” said a spokesperson from MDENI. “It’s a strategic framework for building a digitally sovereign and globally competitive nation.”

The government has announced plans for public awareness campaigns and training initiatives to help citizens, businesses, and institutions understand and adapt to the new legal landscape.

By becoming a regional pioneer in digital legislation, Djibouti is now well-positioned to shape the future of digital governance in East Africa and beyond.
