The Democratic Republic of Congo (DRC), the world’s leading producer of cobalt, is planning to implement export quotas for cobalt and is looking to form a partnership with Indonesia to manage supply and stabilize prices following a temporary export ban. A ministerial committee has recommended measures to strengthen the cobalt export ban, which includes collaboration with Indonesia. Increasing cobalt supplies from both Indonesia and the DRC have led to a global oversupply of the metal.

The Democratic Republic of Congo (DRC) intends to impose export quotas on cobalt following a four-month export ban. Two types of quotas will be implemented: one for exports and another for local cobalt processing.

The DRC is exploring a partnership with Indonesia to enhance its cobalt export ban, aiming to stabilize prices and manage supply effectively. Global cobalt supply is expected to surpass 300kt in 2024, driven by production from the DRC and Indonesia. By 2030, Indonesia is projected to account for 16% of global cobalt supply, up from 7% in 2023, while the DRC’s share will fall to 67%.

This strategic alliance between Congo and Indonesia could reshape the cobalt market, impacting electric vehicle battery production and global supply chains. The DRC had imposed a suspension on cobalt exports for four months due to the low-price environment.
